Originally a civilian when the Storm attacked the world, the Commander was one of the few survivors after 98% of the world's population was wiped out. After hearing a mysterious broadcast asking for help: "If anyone can hear me. I need your help, I'm all alone out here", they headed toward Homebase. However, they found themselves pursued by an army of Husks and Mist Monsters, before reaching Homebase and attempting to take refuge there. In this bunker, they meet Ray and the "commander's support crew", subsequently learning that they were supposed to prevent the storm from happening, and that they do not have any commander.

After a distress call is made by Ramirez, Ray decides to make the player character their new Commander, with their first mission: helping Ramirez protect survivors. After successfully launching a satellite and bringing the survivors back to Homebase, Commander and Ray both discuss people they're searching for, and Ray notes that they would be able to help other people from dying, before deploying the very first Storm Shield to push back the Storm - marking the beginning of Homebase as a resistance against The Storm.

Building		Using an unknown technology, the Commander can store materials collected around the world and use these materials to materialize various structures to protect themselves and mission objectives or access terrain that are inaccessable.
Weapons expert		The Commander is an expert in the use of any type of weapon.
Deploying Objectives		The Commander can deploy and set up important objectives such as the ATLAS and the Storm Shield.
Schematics expert		The Commander can modify and make improvements to crafting Schematics to change how the final product functions such as adding Elements.
Crafting expert		The Commander can use raw materials gathered around the world to craft weapons, traps, and items.

Various weapons		The Commander uses all the weapons they find and craft.
Gadgets		Gadgets assists the Commander during missions.
Spawn Drone		The Commander uses a Spawn Drone to transport themselves to the mission and back to Homebase. It is also used on rescued survivors. In an emergency, The Spawn Drone helps the commander, who is near death, by reviving them.
Communication device		The Commander uses a communication device to listen into all the dialogue at Homebase, and its members.
