Billy's Tricycle is an Uncommon Emote in Fortnite, that can be purchased in the Item Shop for 
500 V-Bucks or with the Billy Bundle for 3,400 V-Bucks. Billy's Tricycle was first released in Chapter 5: Season 4 and is part of the Perilous Puppet Set.
