Billy Bounce is a Rare Emote in Fortnite that can be purchased in the Item Shop for 
500 V-Bucks, with L2Coop's Locker Bundle for 2,100 V-Bucks, with S1KE's Locker Bundle for 2,400 V-Bucks, or with TheDonato's Locker Bundle for 2,200 V-Bucks. Billy Bounce was first released in Season 9.
