Tactic Llama Banner is a Rare Banner in Fortnite, that can be purchased in the Item Shop with Warfare for 
1,200 V-Bucks, with the Skratch Company Elites Bundle for 3,000 V-Bucks or with Ashtvn's Locker Bundle for 2,000 V-Bucks. Tactic Llama Banner was first released in Chapter 5: Season 1 and is part of the Skratch Company Set.
